The outbreak of coronavirus disease（COVID-19） stimulates the demand of online AVT rehabilitation service to the young hearing-impaired children. However

the rehabilitation service from the domestic institutions is still at the primary stage.If they can’t establish a standardized system

then they cannot take the advantage of online teaching and provide high quality service.After analyzing the challenges of the distance online teaching and testing the result by using questionnaire survey during the trial operation stage

the article introduces the construction strategy to build a targeted

in order to provide ideas and references for the domestic rehabilitation institutions while we continue to innovate the online AVT teaching management.
